Appears to be a Valve Anti-Cheat Ban even though I do not have that feature enabled on the server.

hmm,that sucks :(
that guy seems to be in the early 20`s years old so he was pretty young when that happens.... ???
oh well....
hope he learns from his mistake

so couldnt he make a new steam account or does it ban by ip? i mean the games free so its not like he has to buy it

I have no idea how a VAC ban works, but like I said I don't even have the VAC ban option selected in live secure so who knows. Above my pay grade  :P
